I don't think there's a simple rule. There could be a thousand reasons. I've meet a couple of girls like this. One of them suffered from bad side effects of birth control pills and nuva ring for example. If she's a slut you will see far far bigger indicators of it after a couple of bangs.

I think it's a sign of a careful (in health terms) approach to sex. Why not? I'd be pleasantly surprised.

Carrying condoms is way different than just having some at the house just in case. You were at her apartment. For all you know, she could have had those for months. It'd be different if she just carried some in her purse, but even in that case, it's pretty retarded to dismiss a girl as slutty for just that. I was with a girl who carried condoms in her car.
