While it's obvious that tastes in women will differ, the assumption that another man's rating is based in part on a chick being a celebrity is also wrong. Guys are letting their perception of American female personal flaws/habits impact their view of their physical beauty.
I've seen this happen on my campus, so I know thatthe phenomenon can exist among men. When a certain population of females behaves consistently in a way that many men dislike (bad attitude, bitchy, rude, thug worship, etc, etc), many guys will begin to subconsciously underrate them physically. She'll become a 6 or 7, even if objectively she could reasonably pull an 8.

Similarly, you can see women from other parts of the world (ex: The Philippines, E. Europe, etc) get overrated because they are perceived to have superior intangible qualities which, in turn, leads men to believe that they make better, more attainable mates.

Just a theory, but I think it has legs.

I think it's just that one or two guys calls a pretty girl a 5, and then other guys think "well, if I go and call her a 9, that's going to make me look pretty lame." Or just that "eh, whatever, a 5 is ridiculous, to the point where I wouldn't belabor the point with someone who'd say that."

I'd give H & M an 8.5 and a 9. Kind of want to give Hendricks a 9, but she's a little older, and may be masking some defects. Then again, I effing love redheads and milky skin, and she's a unique one. I'd definitely take Hendricks over Munn - I like girls who look distinctive, and in turn they tend to be more interesting and open-minded. Munn sort of has that generic hot girl face.

All that said, seeing girls in photos and in person is different. You see tons of hot girls in photos which can skew your perception. And, IMO, for 7s and above, they will almost always *feel* more attractive in person than in a photo. The real life sensations of proximity to a cute girl boosts your perception of her.
