She is at some shitty carnival. Judging by her lazy and fatty appearance she is likley a night-rider and lover of all things dark meat. I know this because of her ego at the end, only white girls whom try and act hard act ego high like that.

The thing is about those carnivals is that random dancing like that is whatever. You will see tight young girls grinding on old guys and shit, its not a big deal, so it shouldn't be taken to seriously. This girl was attention whoring and fishing, likley trying to bait black men.

It reminds of a girl I teached some basic salsa. Then she was addicted to it. She got a nice guy boyfriend. Sometime we all went for some outdoor salsa and I did not wanted to dance and her friend could not dance at all. She was so needy and looked like she needed a guy for dance. Then I picked up for her a slimy italian old guy for her to dance. After the dance she started crying because she had to dance with an ugly guy. I am shure she feld dance raped. That was quite weird to watch.

Everyone is saying he was beta/etc, but I think he handled this well: laughing and walking away. It almost seemed like her knew she'd figure it out and he was just going all in for fun.
