well, there's very powerful data you can get these girls to tell you... once they are an open book its GG... but its so girl dependant...

It's an example of a more general technique called focusing.

Ask a girl if "she can take a compliment" and she becomes a little tense and anxious to find out what it's going to be. It's mostly the way they react.... Some will shrug it off, with a simple thank you, some will blush.
The hotter girls usually give you a generic, boring, "thank you" response.
Sometimes they will return the compliment.

No that's the whole point. It's a way of prefacing a flirt without coming off as the needy creepy guy wants reciprocation for the compliment. You say can you take a compliment, it's implied that you aren't expecting anything back, and that you have experience with women. And that focussing thing.

You are also testing them or qualifying them by putting them on the spot.

It shows that you are higher status than most guys and probably the girl.

I've actually gotten a few positive responses as well, if they end in any conversions I will share here. Just wanted to post this one for laughs.

Yes, that would be correct. I inclusively date Montreal french girls because they are very open minded and easier to talk to. I believe French has more words in it's vocabulary then English, for one... but I think mainly its because figures of speech are very common, and made easy to use, within the language.
