Unlike that fanged condom thingy, this actually isn't a bad idea because it can't be abused to castrate innocent people. But it is not going to see much use, mainly because such a sophisticated device (how do you deliver 82 3,800 kV shocks without some serious batteries?) will be expensive and thus limited to upper class women who are the least at risk of being raped anyway.

Furthermore, this seems a bit like the famous chastity belt. As MidniteSpecial said, maybe it will be given to women to ensure that they're faithful.
