@deep-diver- Good stuff on the Russia info. 13% is high-end. My half-brother told me thats only for mega-wealthy. Regular biz citizens can buy "charity permits" which shelters their first 2MM income for 8-40k-ish donation. Of course, w/other bribes and what not it works out to more, but still 13% is higher than normal for most Russian (part black/under-table money and part tax-schemes like this).

For all, Russia has such a low investment rate because of massive corruption/red-tape/ who-knows-who system. Soviet era mentality never really left Russia.
