My observation: ethnic women in NA typically want either their own men or white guys when dating out. Very few seem to be open to other ethnic dudes - but guys I've seen succeed typically did it through social circle.

I have no idea what you are talking about.
I've traveled all over north america and I've attracted girls of all ethnicities except indian girls.
I see couples with black guys and other ethinicities everywhere and all the time.
I love being black and i see it as an advantage in north america.
We have built in "bad boy" factor by default.
I think its easier for a black guy to get laid then even a white guy.
Indian girls are the only girls I never see with black guys; they are the exception so far in my experience.

Option A:
Dance. Literally just start dancing. Between me and you all it takes is some rudimentary footwork to outdo 99.99% of American dudes(occasionally if you're lucky some chick who strips or dances semi-professionally will make some moves toward you as well). Once you've done that just high five someone randomly or fist bump someone after which you start some random mundane discussion.
That's usually how I do it. Once you get good at this. You'll even have girls coming up and whispering in your ear to head back out there with them. Dancing is extremely primal and sets off something in every lizard's hind brain. White, Black, Latina(especially), Asian, etc.
Option B(can be segwayed from Option A):
Talk to someone and ask them about the host and who he/she is. People who throw parties usually have some dirt on them and people love to shit talk others so they'll be interested in the topic at hand. Let them mouth off and segue the conversation elsewhere introducing yourself/some commonalities with the people around you.
I can honestly go on about this stuff for hours, but these are generally best option after years of field testing.
Edit: Just read the scenario. My advice only applies to big parties with 20+ people(usually with a live DJ and atleast a small dancefloor in front of where the shit is setup). With small groups it's just intimate. Stay quiet and throw in a few jokes occasionally until people open up to you. People are getting more and more tribal by the day so you have to just provide some immediate and opportune value upfront. Don't be afraid to jump into other people's conversations(though don't dominate them either).

It depends where you are in the world. My black friends went to a university in London heavily frequented by Indians and they were running through the girls like a train with failed brakes. Move to other regions and depending on the population, it may become more difficult. Certain Indian sects may be more open minded than others. Goans are pretty open minded but there may be others that are from a harsher culture.
Maybe you should start by looking for a Goan meetup?

There has been a lot of media brainwashing to get black women to date outside of their race. This is on a deeper level that I don't want to get into on this forum.
White guys are tired of white women, who feel they can have everything they want. A non white woman will always be happy to date a white man and not give him too much headache.
Most white men prefer "their" women and generally only date outside their race when they cannot get the women they desire.
I am seeing more white women curious or looking to date black men.
