It's a huge advantage in countries like Poland, Latvia, Lithuania, Estonia. It was a big advantage in Sweden as well, when I was there in 2008. I don't know about right now.
I was just in Vilnius a month ago. I went there for 5 days and I ended up staying almost 2 weeks because I had 4 girls and I kept rotating them. I knew one girl beforehand but I met 3 there when I went there.
I think Vilnius is pretty great city, maybe I like it more because my type is 1.70-75 cm blonde girls with blue/green eyes. It's my favorite city in the world.

Were those local girls -- or tourist/Erasmus girls? If the girls were local, did they speak English?
Yes, local girls. I knew one girl from Milano, she was visiting Italy but she's from Vilnius.
I met other 3 at various places. I met one in Uzupis at Italian restaurant, she was working there. Another one at Huracan coffee, she goes to college there. Other one at Piano Man.
Obviously, I didn't talk much with older people but almost everyone in their 20's and 30's speak English. I didn't have any problem at all. You have to hit the bars when Zalgris play (local basketball team) and usually most bars will be full.
I will be going to Vilnius again in 2 weeks and I want to stay minimum 3 weeks this time.

Being a foreigner gives you a big disadvantage as opposed to the local guys since they know why you are there, even though you have the best back story behind your visit to EE. Those countries have been invaded for ages. There is only 1 country in EE where being a foreigner from a wealthy and western country is not an advantage, but neither a disadvantage.
It is easier nowadays to shag those girls on holiday or since they are for work/study in Spain or Italy. Those girls when abroad behave in the opposite way than at home, in a real YOLO mood, and are very keen to get shagged by multiple guys. I saw with my eyes what some girls from Lithuania did in Mallorca a few months ago, something you could never imagine if you approach them in Vilnius.
It doesn't happen in WE to have the sexual tourist stigma like in EE - contrarily to what many posters said, nowadays countries like France or Spain are easier than Lithuania or Poland, according to my recent direct experience.
I will in fact avoid in the future making efforts in EE burnt places. It is better to go to Cyprus, Spain, Malta, France or where those girls congregate on holidays.

Yes, I agree. Having solid game will serve you almost anywhere and then of course not being socially awkward within an given cultural setting always helps too.
I'm just reading the posts in this thread since the topic sparked my interest, though I haven't been to Vilnius yet. Judging by the OPs post and TripleGs somewhat different version, I'd just say that the preferences simply vary. Color me ignorant, but I can't really envision a setting where everyone is wearing an expensive hugo boss suit and having an amazing, fun experience at the same time. I have two friends who are millionaires and the only difference when partying with them is just that the alcohol is more expensive and I don't have to pay for anything. Apart from that, nothing really changes as far as venues, dresscode etc.
But like I said, I'm not condemning that lifestlye at all. Of course, your perception of the place will be different from OPs.
Then, a thing I'd have to see with my own eyes are those large amounts of guys who studied and work in IT, but have good game at the same time and aren't at all socially-awkward. I know a guy just like that, he does programming and has amazing game. Just saying, I've never seen large amounts of those guys in the same place.
But the stuff you guys wrote definitely put Lithuania on the map for me. Will have to check it out sometime

There's this Huracan coffee place by the park there. I know, I've seen several Huracan coffee places there but there's this specific one by the park. I went there almost every day, when I step inside by afternoon, I would see maybe like 15-20 girls and 5 guys there. I think it's right by university and a lot of students go there.
It's a gem.

Funny since you liked many of my comments, well I think there is nuance, in general Ukrainians have lighter hair and eyes but many have olive skin , more so than north and center of Italy and much of spain. Some Ukrainians( still a minority) seem to have a similar phenotype to serbs or greeks. But yes, these people are still "white" or whatever. I've been to southern Italy, people still have lighter skin than Ukrainians,even during mid summer, this is all on a gradient after all.
