Your line of thought here is too simplistic Rob, it's not really a binary thing or an on/off switch.

Transitioning at age 11 is going to limit her ability to do things like grow a beard, but it's not going to scrap baseline genetics, or fundamentally alter things like bone structure, at least not to the extent that it would make her less capable of physically overwhelming her opponents.

The Williams sisters have probably taken a hormone cocktail that gave them female attributes (like small breasts and some thigh fat) while not completely shutting down their bodies' masculine resources, the same way men could experience breast swelling from high doses of estrogen while still retaining a masculine baseline.
