Speaking the language gets you a better character of girl, not just better quality. I can only speak for Asia, but the longer you live here, the more important this becomes in the context of LTRs.
Not to discourage people, but in many ways, learning the lingo is just the beginning of a much longer journey. Other than language itself, the more integration and cultural sensitivity you display, the easier it gets with these legit ones. You know you are on the right path once your main competition becomes the top-tier locals, not other foreigners.

In my experience, Chinese and Japanese girls open up massively to guys who speak their language. They might have learned English at school, but dating in a foreign language can be a tiring thing.

Regarding your last question, the girls who simply don't like foreigners can't be gamed. I recommend focusing your energy on ones who are neutral at a minimum. Pursuing bad leads is just as bad in game as it is in sales.
All good points above. By large proportion, though, I'm not that sure - 2% in a population of millions for China is still a shitload and still outnumbers the number of local foreigners. Opening up is one thing - getting a girl to not flake on a date and put out is a different ballgame though. Sure plenty of girls will be entertained by the foreign guy that speaks their language and they'll giggle and maybe exchange contact info but will they sleep with him? Especially if they haven't already been hanging around alot of Westerners? I don't know - so far almost all of my luck has come from girls with at least some exposure to foreigners and English.
I also should have mentioned before, you HAVE to distinguish between white and non-white foreigners.
I can totally picture a non-trivial number of Chinese girls neutral towards foreigners that would be willing to date a white guy that spoke Chinese but wouldn't be interested in darker people. Somewhere like Russia would have an even greater proportion willing to date white foreigners but a tiny percentage willing to date darker skinned foreigners, regardless of how good their Russian is.
So this answer is highly contextual. Obviously speaking the language helps, but all it does is let you game the girl. If she is not into your look, then it's an uphill battle.

Germany: doesn't really matter if you speak German or not. Most Germans speak english, so not worth learning unless you're there long term. Maybe worth learning if your a student or if you encounter anti-American Germans, which there are quite a few of.
Poland: Polish is hard (slavic language), and Poles really like America, for obvious reasons, so stick with English. Can't comment on the social proof you would get from Polish because I don't speak any, but my friend who's a Pole said it's better to go the English route.
Serbia/ ex-yugo countries: English works here almost as well as Poland (pretty high level speak it). Serbo-Croatian is a hard language and will take lots of time to learn (and I'm not even considering macedonian or slovenian). If you're not in the cities it's more worth it to learn, I'd say. 50 percent or so of girls speak english, and it may be higher, some are just shy to speak english.

It depends, I'm fluent in French and English( depends if i'm tired for the later) and I'm at B1 level in german.
Quebec&Montreal: Most girls speak english too at different level but speaking French is important for 70% of girls for a LTR if the girl plans to live with you in Mtl. If you get one of those that are exceptionally bilingual (speaks more english than french at home) then it doesn't matter. For game/banging purposes, with Québécoises you need French to game québecoises especially when she is with friends, and it needs to be at a high level. We have a different sense of humor that doesn't translate well in english and québécoises love humor. They have no patience with shitty French and will switch to english if they like you.
If you are from California/ England/Australia and you have the surf look...girls will try to game you in English and you are set for the night, then you can always try to wow her with French abilities.
France: Outside Paris, not that many girls speak good english so I sould say French is quite essential in France. However even gaming in French is hard in France, and there are many niche/erasmus groupie girls (loving latinos, italians, blacks..) so it may be better to stick with english with those or spanish (many french girls learn more spanish than english). Parisian girls are difficult and less pleasant but easier for ONS and French will for sure give you a good opening door but you still need to game in French which is hard for americans/brits/aussies. However, if you get a cute accent you may be able to use that to your advantage ( my Quebec accent is exotic in France and I used it well)
German: I never tried speaking german face-to-face with german girls but when I match them on tinder in Mtl or DM them on instagram to practice they love speaking german with me and sending loving emojis. The two german I banged I used english to game them but it seems the higher the quality, the better it seems to type in german..had DM messages from 9 and high quality girls that seem enthousiastic because we exchanged im german.
