I've had to shit in the backyard once, the toilet broke the night before and had to be fixed. This shit came on fast and there was no possible way I had time to drive somewhere to do it. I ran out to the backyard, took a shit and then dug a hole and buried it with the shovel.
No fucking way was that enjoyable, and that was beside a shed where nobody could see, I couldn't imagine someone WANTING to shit in public.

Both. There's the culture of poverty carried by the rural peasantry into the burgeoning cities. It's happening all across the developing world. Urbanization without proper planning is creating massive slums with no sanitation. "When you gotta go, you gotta go."
This happened in Europe too. London had slums right up until World War II.

Djemba, you are very right. London had a lot of filthy pigs (and still does). To be honest, in comparison, I actually find the Americans much cleaner than the Brits. I remember when I was about 12 and some dude from school..he had a dog in his flat and the dog doo doo on the carpet and dem lot in no rush to get rid of that.
Also, a friend of mine was in a pub in West London somewhere and there were a bunch of yuppies in the toilet taking a number two. The dirty sods finished blazing the porcelain dish and got up and went right out to their pints without even washing their hands.

Human feces might have been an efficient source of fertilizer.
Centuries ago, they had to scoop livestock waste for fertilizer. Then they probably had to build a separate sewer system for their own waste. Why not kill two birds with one stone? Use their own waste as fertilizer.
This smart use of resources probably became customary over thousands of years, so people forgot why but still remember how. So even with less agricultural lands and more concrete areas, they still do it as habit.
The British and Americans also urinated into their dirt grounds. This urine turned into gunpowder, which turned into an empire:
"Gunpowder is a mixture of sulfur, charcoal, and potassium nitrate that must be combined in specific ratios. While this sounds simple enough, it must be remembered that in 1775 the state of chemistry was rudimentary. Potassium nitrate itself is a compound of nitrogen and potassium, neither element of which had been identified at that point in time.[2] What they did know was that what they called “nitre” was needed, which, in some recipes, involved soaking soil in urine from both animals and humans, and then allowing it to dry. The dried urine-soil was then boiled to produce saltpeter. Not all recipes agreed with this method which added to the problems in making gunpowder. Unfortunately this required half a year or more to produce nitre-bearing soil and created a bottleneck in the production of gunpowder in America."

^ The problem with human feces is that you cannot simply shit in the field. Human crap needs to be specially fermented and prepared to make it a worthwhile fertilizer. Also in our current times due to the shit we eat, then our shit isn't hot stuff either.
It spreads way too many diseases and unprocessed human shit is found in Indian food everywhere - even if you buy it in the cities. This is not good. To use it, then the farmers would have to eat only natural things and then shit into special systems, where the crap can ferment and be processed. Also it would have to be used as a fertilizer long before plants start growing, so that enough time passes for all residue to be absorbed. Using cow dung as fertilizer is much easier.
Also human urine can and should be used as a fertilizer, but that is because urine is actually clean while feces are not. You only have to mix urine with enough water and it's a perfect nutrient for plants. The same cannot be said about human waste.
And yes - Europe was pretty filthy up until recently.

I studied that topic in detail. Did even talks on it to parents. I would stake my life on it. There is a huge number of dissenting MDs (3 Nobel price winners publicly) who are against the practice.
I will probably post a major thread on it on my 85 page presentation with hundreds of links. My presentation is based on science and as objective observations as possible - only MDs and other scientists' opinions and data was taken into account.

Imagine high placed government officials in India sitting around a table and one of them saying "But there has to be a solution for this problem of everyone shitting wherever they want!", everyone talking and making noises and then all of a sudden someone stands up: "Designated shitting streets!", followed by a silence and then loud joy and everyone clapping, "Brilliant!".

On a more serious note, topics like these really make you appreciate the innovations of the 20th century. My grandparents, both of whom were kids in the 30s, also shat outside. But there was a huge cultural difference even back then, before all the technology we have today and modern plumbing. While both of them lived in the same era, the same country and same poverty, my grandfather, who was from a more *primitive* part of the country, shat in the woods along with his entire family and wiped his ass with leaves. My grandma, on the other hand, who was from more *enlightened* parts had a normal outhouse and wiped with newspapers. My grandma's family also had a heated room in the house used for bathing, while my grandpa just washed in the creek.
It's not that Indians are forced to shit in the streets because they have no other options. It's just the conflict of mentalities. People could have also been clean and hygenic 500 years ago without all the stuff we have today.

Some cultures are hygienic, some not. For example, the Romans had flush toilets, the Aztecs and Vikings were fanatical about hygiene, while the medieval and early modern Europeans were less so. So it's not a racial thing or even a technological thing, just that in different times and places certain practices take over the culture, for better or worse.
Certainly hope the Indians improve things, they're alone in the modern world with this backwards hygiene.

I've seen people collecting trash and burning it. That was in some very very remote area in Latin America. It's not eco-friendly but better than letting trash accumulate in the streets.

I said I got why she was doing it, but, "Why didn't you just use the bathtub?"
Now I've travelled more, I think she's right. They're so damn obvious in function that the lack of one seems both idiotic and gross.
