You're almost there. The 'system' is the constitution, and the problem is democracy. The solution is reversion to the mixed king-nobles-electorate natural hierarchy. The British constitution before 1911 is probably the "best practice", or at least the best unitary-state constitution we have seen so far. No king or nobles would have ever agreed to the degeneration that has occurred in Europe and the west. Also note the constitutions of the gulf states and the migration they accepted.

I agree democracy is the problem behind all this, so the elites would have to be replaced with a new dictatorship.
I'm interested in other ideas though. I'm ignorant of how exactly the British constitution worked before 1911 with kings and nobles, and how constitutions work in the Gulf states. Could you explain this system to me?

I don't believe in democracy though, because it is a scam anyway - we have had plutocracy from the beginning and the cunning convincing of the majority of the population is really not that hard, since most people are herd animals who don't resist group think.
Aristocracy is flawed because of inheritance as a means of passing of power. One king might be a genius, but one of his sons or grandsons will be a lazy psychopath or moron for sure.
The best leadership would be a highly ethical meritocracy - the smartest and equally the most ethical ones in every country should rule by default. Something in the line of the smartest kids being selected to and trained early on to be potential leaders. You would not be able to inherit your position at all - everyone would have a chance of becoming one of the rulers. The selection process would have to be rigorous - not only would you have to be highly intelligent, ambitious and creative. You would also have to be kind and loving at the same time. Likely the person selected would have to be under constant monitoring since beginning of the training up until graduation. Only then could highly functioning intelligent psychopaths be eliminated. Currently they comprise the majority of our ruling elite.
The problem is actually not in the upkeep of the system, but in the inception phase. As soon as you have a selection system in place that works, it could perpetuate itself.
Apart from a global overlay system, regions themselves should be administrated by regionally selected meritocratic leaders, since humans are quite different culturally. Also in such a system families should be strengthened and used for disciplinary measures as well.
But all of this is completely illusory, since such a change would only be possible via money reform first, then technological liberation second - never mind the arduous task of setting up a real meritocracy which would dethrone the mega-wealthy of our times.
And regarding your question on human nature - most humans would behave quite well when given enough money, decent living standard and a chance to have a stable family. The most dangerous elements would be the highly intelligent power-hungry psychopaths - they will always try to topple even an ideal society, simply because they want to rule and dominate others. If a system is in place that watches out for them, then that society could survive for millennia in peace. Currently our society lauds those individuals and calls them great - business journals even openly say that most CEOs are psychopaths and that those qualities make them better managers.
