I am building an e-commerce site and would like to leverage my dollars to do this in an eastern european city.

Does anyone have experience/recommendations of doing this kind of thing?

What cites in Europe would have good quality but cheap web designers but feminine women also.

Any advice would be much appreciated, thanks

It will be a lot cheaper if you just find someone online to do this, try upwork.com

Sorry no IT experience, but I've heard Estonia is quite good in IT. Afterall Estonian guys created Skype.
Small country relatively cheap, and a lot of programmers.
If that is what you are interested in.

I wouldn't recommend Estonia if your looking something cheap. I would say ordering IT solution from here is not cheaper then to order it from Sweden or Norway etc. Maybe Ukraine would be better place for that.

Go to some kind of freelancer portal and find yourself an EE based web designer. They charge less than western developers, many speak proper or manageable English and if you do some proper vetting their coding skills are on par with Western developers

It depends on what you need. Do you already have a website but need something more complex or customized? If not, there are better options than building something from the ground up.

Yes I am building from the ground up.

Was hoping to go to a city in eastern Europe that will have web developers that I can spend time with to put my vision into a website.

Well I know Poland has excellent developers but they are expensive for EE. Ukraine will probably be cheaper but you could lose money there if you aren't careful. There isn't much else I can add without knowing more about what you need like is the job something one guy can handle or do you need a team of people.

I'm not trying to be a dick but in my experience most times when a guy asks very generic questions that require more detail to be answered - the guy has a lot less understanding of what he needs than he thinks he does.

Don't know what your e commerce site is going to be about but I think there are great e commerce frameworks out there so not sure if you need something build from scratch.

But I would go with Sofia, Bulgaria. Developers and designers here are highly educated and very cheap. The English skills are perfect. Alternatively I would look into Romania.

If you need something which needs more advanced coding and db work Kiev is your best bet. If you are looking for top coders for a good price Ukraine is currently the best option.

What's your budget?

You get what you pay for. Trust me I know, I wasted a few grand on Indian developers in the past.

And it's a safe bet your exommerce site could be launched in just a few days using ore existing frameworks and software (think Wordpress + plugins/shopify). I highly doubt you need a ground up fully customized site, your just wasting money trying to do that

I have some experience with developers in Poland, and know people who work with developers in the Ukraine.

I am assuming it is more like facebook and twitter than http://www.watchshop.com, which you can do with wordpress + plugins or for example http://www.shopify.com .

A good Polish developer will want something like 3k/mo. There is competeition in EE, with top software companies (Google, Microsoft, CDPR) sparring with local startups and businesses to snap up the best talent. If you are not fluent, you will need a contact who is fluent and savvy to get good talent. You will want to recruit at the local colleges, and you will have to train the talent.

Otherwise, you can go online. Depending on the complexity of the project you may want to hire a complete team which already has the qualifications. A team of ukranians can cost 5-6k/mo. This is for work done remotely.

If this is not on the scale you are looking for, look into wordpress or shopify. Most ecommerce sites can be done with wordpress. Buy a theme and use a payment platform like stripe. Also If you can't write the code yourself, put up leaflets at the local community college and hire a temp.

Good developers in Serbia are for hire at 500 euros a month or less. I recently got an advertisement video for my travel company shot by an award winning cinematographer (week of shooting) and the video edited for 400. I know that is not the same as development but the point is labor is cheap even for professionals.

I also know almost all movies are made here for around 50,000. These are not shit either. I've seen some of the best short films here... lots of talent at low prices.

Ecommerce means that you most likely need Magento developers. You're probably looking at around at least 200-300 hours, $30-50/hr. This is based on working with a company in Ukraine.
