In Mexico as a whole, I'd say 1-5%. In Culiacan, that figure should be much higher. I believe she lives in Monterrey, where about 5-10% should look like her.

Just watch Telemundo. Every woman on that channel is on par or puts her to shame. Also I first heard of this story on another forum I visit and someone posted information about how her manager is trying to get her internet famous. In all likelihood she saw a guy with tons of followers and thought this would help her breakout. It doesn't hurt that he's goodlooking at least. You can just see in the pictures how she hover hand/hover kisses him and is always looking at the camera and not him. Either way the guy probably still smashed so he won.

As someone who's been to Mexico, I thought it was rather corny he felt the need to mention that he was "safe", the U.S. has its own people scared of all the foreign boogeymen that they're distracted from the real terrors in their own country.

I think she wants to get known more internationally. She's popular in Mexico, but not much else outside of it. By going the Youtube route, she exposes herself to an American audience where she can ultimately get herself a better gig.
