Ok, so we've covered eye-contact.

Now, how about the "hair pet"? What i mean is when you're walking down street and a woman walking towards you starts stroking or adjusting her hair as soon as you make eye contact.

Or in another variation, when you catch them adjusting or petting their hair in your peripheral vision when you're passing them.

My assumption has always been it's a significant IOI as they say

Finally, when they do that is it subconscious or intentional?

I had a girl pet MY hair once. I went to the bar this weekend. Went up to a group of girls started dancing, made eye contact with one, she smiles I smile, my opening words are forming in my mouth and her hand reaches over and just rubs/pets my head. It was such a confusing gesture I just walked away. Any ideas? Afterwards I was thinking that I could maybe throw down a "hands off the merchandise" kind of line, but in the moment all i could think of was what the fuck?!
