Agreed with the above posters. In my experience, if she's laying in bed with you fooling around, she wants to go all the way. She just needs to be relieved from the voices in her head telling her to slow down even though she wants it.

Be patient, pull back a bit, get her turned on again, go forward. If she truly doesn't want it, she'll make it clear.
