Basic rules are population over half a million(better more than one million),student cities,avoiding industrial areas like Donbass(Dnepropetrovsk,Donetsk,Zaporoziye),avoid Odessa,avoid resorts in Crimea.
Good info Greek. Deb was saying that Lvov is harder than the east of Ukraine ie Kharkov, kiev. Does this ring true?

It has to do with the budget and disposable time.If your budget is good Kiev is the best.If you have time provinces have an edge.I have already explained the whole situation.
