I'm not entirely sure you can just measure testosterone levels and then correlate them directly to male genital size. It's a complicated mechanism. They have proven that baby boys suffering from micropenis can be fixed by applying testosterone supplements.

Here is the thing you not only have to have testosterone, but you must also have testosterone receptors for the hormone to even work on you. Some people have more receptors than others. I can't remember the exact data, but I once read a study on muscle development between slow and fast twitch muscle. The percentages of each I believe were locked at birth, however they noticed that people with more fast twitch muscle also had a higher amount of androgen receptors.

I just used body hair as an example. If you don't have hair follicles, then testosterone won't make them develop and grow. Most guys have a penis... so testosterone will absolutely make it grow.
