It all depends how you use it. Tonality is important. You can say it in an agressive.."hey come talk to me"..sort of way. Or, you can say it in a more innocent, friendly sort of tone.

I like to use it with a harmless, non threatning vibe. I am just being freindly.

I don't say it like "Joey" from the show "Friends". I don't want to appear like a douchbag PUA. I just want to appear like a confident man who is easy to talk to.

Actually, Roosh wrote a whole section called "Elderly Chat". It about friendly, harmless, conversation. This is exactly that. A freindly conversation starter.

This move works well when you are in close proximity to a girl. Maybe in line at the store, shopping in the same section, at the gym, at the farmers market, a girl sitting right next to you, etc.

This is my default line when a girl is giving me eye contact. When I see a girl looking at me, I just say..."hey whats up".
Simple as that. Conversation is started.

Here are a few examples of how I have used this recently to start conversations and get numbers which led to dates.

Standing at the counter at Whole Foods:

She looked at me and we made eye contact, I immediately opened,

me: hi
her: hey
me: I love those salmon burgers
her: oh, i know i'm addicted to these things
me: do you ever make them yourself?
her: well, i've tried but i havent had much success.
me: i know, its kind of tricky

Got her number. She invited me to her house warming party.

Example #2

At the gym cafe, girl is in front of me in line:

She looked back at me,

me: hi, how are you?
her: great, thanks, just trying to decide what I want
me: I like the soup and sandwich deal
her: really I've never tried it
me: its good, they make the soup here and they give you alot
her: really, i normally make 2 meals out of the lunch specials
me: this is perfect for that because its the most amount of food

I saw her at the gym a week later and she smiled and said hi to me. I got her number about a month later and we went out for a drink. Never banged her but I think I was close. All because of just saying "HI".

Smiling is important. Don't look at her like a lion looking at a piece of meat. An innocent, freindly vibe is key.
