This may have been a misinterpretation on my part then. Do they just say some loanword for maintenance, or do they not have the word at all? If they're using a loanword, there's not very notable in and of itself.
To clear things up-
Corruption: They are bad at being corrupt. Simply put, many countries are corrupt but don't let it interfere with their provision of public goods and maintenance of state owned enterprises such as RSA. (Eskom, PRASA, SAA etc.). Here, it extends way past that to the point of bailing out SAA (after shitloads of wasted expenditure of the taxpayer money) and certain other things.
Then every now and then, we have loadshedding (power cuts) because the system apparently cant handle it. They increase electricity tariffs as per their basic understanding of supply and demand and then after 2 months it's fine. Like a taxation of demand inelastic provisions -> fucking electricity.
Muti: This is not children specific, it's human specific. Of course, there is plant medicine but I hate being ambiguous so in my context it's very much
human body parts.
It's just backward, similar to Asia and poaching rhinos, tigers but you have some strange satanist groups, people raping virgins to rid themselves of HIV etc. It's backward no matter how you try and defend it or rationalize it.
Maintenance being non-existent in their language: In the words of the Rwandan engineer who gave the presentation "This explains quite a bit".
It's precisely what you make of it, they are unable to maintain infrastructure on the whole. Not just the government. Individuals themselves. You walk around and there's trash everywhere, South Africans think that their plastic waste will magically disappear. They steal copper wiring used for internet (DSL) and sell it for pennies on the dollar. There are a lot of examples like this.
Let me be clear, examples vary;
copper wiring -> poverty/hustle;
trash -> cultural/education;
public enterprises becoming shitty -> lack of maintenance
These overlap and aren't always mutually exclusive.
