Whats your experience in opening in English vs the local language if you only speak it at Beginner/Intermediate level ?
In English I can get across my opener and stack easier but the girl may not understand, while as struggling to put your point across in the local language may not be so attractive either.

Knowing a local language will always improve your results time fold. So opening in local language is always going to bring better results with few exemptions only.

If a foreigner value is super high and you look like local and speak without or with little accent. Then it might be better to open in English and then suddenly discover your language knowledge once the girl is interested.
Example - you are Vietnamese, born and raised in US and you game in Vietnam. Being American Veitnamese is cooler and by opening in English you can convey that real quick and switch to Vietnamese if a girl does not speak English.

If your accent and looks mimic very disliked ethnicity.
Lets say you are a Persian or Indian from North America. For most girls in Ukraine you will look Turkish. If you take baby steps in Learning Russian you will sound exactly as a Turk sounds. Thus it is better to stick to English in an opener and later on when the girls guards are down try to change to local Language.

There might be more exclusions, those are from the top of my head.

Try doing this. Once you roll into a place do 5 opens in local language, 5 in foreign and then switching to local. Check the reactions adjust accordingly.

I do similar things with direct vs indirect-direct. Try one, try another, stick to one that works best. So far direct seems to work better everywhere.
