The viewers are already in on the shaving cream joke, because of a Tonight Show episode from 1974:





I don't see this particular situation as "public humiliation". The show is geared to garner laughs and viewership. Burt (Reynolds) likely told Field to break Johnny's balls with the shaving cream, by default making her "in" on the joke and instantly likable.
