I wish I was joking: Senate Bill No. 1322 CHAPTER 654 An act to amend Sections 647 and 653.22 of the Penal Code, relating to minors.

The begining of the bill:

Quote:Existing law makes it a crime to solicit or engage in any act of prostitution. Existing law makes it a crime to loiter in any public place with the intent to commit prostitution.
This bill would make the above provisions inapplicable to a child under 18 years of age who is alleged to have engaged in conduct that would, if committed by an adult, violate the above provisions. The bill would authorize the minor to be taken into temporary custody under limited circumstances.

SB 1322 bars law enforcement from arresting sex workers who are under the age of 18 for soliciting or engaging in prostitution, or loitering with the intent to do so. So teenage girls (and boys) in California will soon be free to have sex in exchange for money without fear of arrest or prosecution.

This terribly destructive legislation was written and passed by the progressive Democrats who control California's state government with a two-thirds "supermajority." To their credit, they are sincere in their belief that decriminalizing underage prostitution is good public policy that will help victims of sex trafficking. Unfortunately, the reality is that the legalization of underage prostitution suffers from the fatal defect endemic to progressive-left policymaking: it ignores experience, common sense and most of all human nature — especially its darker side.

The unintended but predictable consequence of how the real villains — pimps and other traffickers in human misery — will respond to this new law isn't difficult to foresee. Pimping and pandering will still be against the law whether it involves running adult women or young girls. But legalizing child prostitution will only incentivize the increased exploitation of underage girls. Immunity from arrest means law enforcement can't interfere with minors engaging in prostitution — which translates into bigger and better cash flow for the pimps. Simply put, more time on the street and less time in jail means more money for pimps, and more victims for them to exploit.

As Alameda County District Attorney Nancy O'Malley, a national leader on human trafficking issues, told the media, "It just opens up the door for traffickers to use these kids to commit crimes and exploit them even worse." Another prosecutor insightfully observed that if traffickers wrote legislation to protect themselves, it would read like SB 1322.

Minors involved in prostitution are clearly victims, and allowing our law enforcement officers to pick these minors up and get them away from their pimps and into custody is a dramatically better solution than making it legal for them to sell themselves for sex. That only deepens their victimization and renders law enforcement powerless to stop the cycle of abuse. SB 1322 is not simply misguided — its consequences are immoral.

Fools are patting themselves on the back as they burn the world around them.

It's still illegal for anyone over 18 to engage in prostitution, but anyone under 18 is free to do it with only a threat of potentially being taken into custody.

Thus, pimps will find younger men to groom as "pimps in training" who then pimp out girls under 18.

Fake IDs showing an age under 18 will be in high demand as well.

This has got to be one of the worst ways to implement (presumably) well-intentioned legislation (and by well-intentioned I'm thinking [or guessing!] this was designed to treat those forced into prostitution as victims rather than perpetrators). This isn't going to end well.

Also note the "protection" the amendment puts in to address the problem of kids getting picked up for prostituting themselves...

"A commercially exploited child under this paragraph may be adjudged a dependent child of the court pursuant to paragraph (2) of subdivision (b) of Section 300 of the Welfare and Institutions Code and may be taken into temporary custody pursuant to subdivision (a) of Section 305 of the Welfare and Institutions Code, if the conditions allowing temporary custody without warrant are met."

That is, you can't be arrested as a kid, but you can be basically made a ward of the state. Because turning kids into wards of the state, where paedophiles often lurk as foster parents or child care workers, is totally a solution for this shit.

Added to that, I suspect that under 18s can't be arrested for pimping other under-18s out either if they're prosecuted under this provision. So an enterprising 17 year old who forces, say, his 14 year old sister into prostitution (or even his 19 year old sister) also cannot be touched under this law either. Oh, and since the 17 year old is pretty much by definition not commercially exploited, he can't be made a ward of the state either.



Looks like junior's going to get that new PS4 for Christmas after all.

Funny, Prostitution used to be not illegal (or laws not enforced well) in the United States. It was banned in most states during the Progressive Era because it was considered "white slavery".

Now, Prostitution is "legalized" for those under 18 because those providing will be treated as "victims"...in other words "white slaves".

Many kids runaway from home and turn to prostitution because they aren't allowed to work legally. This is because of stupid child labor laws. These kids have to support themselves some way, and they know that the system is not their friend. Girls turn to prostitution, and boys become part of the drug trade.

They are not mutually exclusive. You're right on both counts, and sometimes both in the same person. The smarter pedos don't get caught, or have extreme blackmail on all others in their ring, that way they have "insurance". These are the intelligent people working in the public service, earning twice as much, usually more and doing half the work while feathering their own nests. Unless we are missing something here, I dont think this is some sinister conspiracy to legalise pedophilia, just public servants with no common sense or real world problem solving skills that are off with the faries. I live in a place with alot of public servants, I could go on all day but the people that work there for life, they really are a piece of work, they have no concept of reality.

There was a case of a girl back in the 80s that got a fake ID, and lots of fake documents, she did lots of porn videos while being underage, eventually authorities discovered and arrested the people in the production company she did porn for.

There was a case of a Mexican singer called kalimba, got in mayor problems when some girl at a night club he was a DJ at turned out to be underage, this after they slept together in his house. But the night club was clearly adult only place, but she used a fake ID.

I am against this type of laws that try to normalize degenerate behavior but we also have to take in account young people (mostly women) misleading adults and then adult paying for the fraud.

I think youre being a little alarmist here - there is definitely a push to lower the legal age but it will never get anywhere near as young as 2 years old... society is sick, but not that sick

Personally I think it will fall to about 14 eventually - many countries already have this in place as they use puberty as their guide...

I think the most effective way to destroy the market for teen prostitutes would be to create a legal market for adult prostitutes. Customers would think to themselves, "Why should I go to the trouble and risk of looking for a 15-year-old prostitute, when I can easily and legally hire an 18-year-old prostitute?" The pimps and sites like Craigslist that currently offer underage prostitutes would find it hard to compete with brothels offering prostitutes just a few years older. They would have trouble attracting enough customers to stay in business.

It's similar to how the legal cannabis industry has reduced the rate of deaths from hard drugs. Drug users figure, "Why look for hard drugs on the street, and possibly go to jail, when I can just buy some pot at the dispensary instead?" Even if they'd prefer harder drugs, it often doesn't seem worth the hassle to get them when a legal high is so easy to obtain. As a result, gangsters are finding drug dealing less of a profitable business to be in than it used to be.

Just like with the drug war, criminalization by itself is not going to make the market for teen prostitutes go away.

Having said that, I also don't think that eliminating teen prostitution is going to "save" a bunch of teens from becoming messed up in the head. As Bonecrker pointed out, "Any woman that is any way involved with the sex for money industry (stripping, porn, prostitution, and politics) has 90% of her screws loose. This industry is all about letting someone beat them in exchange for cocaine, meth and other speedy drugs." Clean-cut, conservative, mentally healthy girls don't just listen to a pimp's recruiting pitch and decide, "I'm going to become a prostitute" and then suffer their first traumas as a result of getting involved in that industry.

Rather, girls who already are emotionally and psychologically unstable turn to prostitution because they have impulse control problems that prevent them from attending classes or working a 9-5 job. They're not able to be a good student or wake up in the morning, punch a clock, and collect a paycheck every other Friday like everyone else. Their manic and depressive states drive them to flake out on every class or job. They sleep till noon and then go out and suck a dick for quick cash so they can get high. A lot of these girls have borderline personality disorder, and therefore prostitution plays to their strengths, such as their ability to read people and adapt themselves in a chameleon-like way to suit their fantasies. Their lack of a strong sense of identity enables them to become whatever their prostitution client wants them to be. As a result, some of these clients fall in love with them and will go broke if necessary to pay their fees, or become obsessed stalkers if they stop offering their services in that area.

If these girls can't enter the prostitution market, they will still go down the tubes in some other way, because whatever damage would've tended to lead them down the path of prostitution has already been done. Many deeply troubled girls have friends and family who try to help them, financially, emotionally, and socially, but it does no good. They waste whatever resources they're given and drive away all those who offer support and friendship. It's the same reason you can't turn a whore into a housewife; she's too far gone to be rescued, despite your best efforts to give her a better life.

We can expect that when the Craigslist, Backpage, etc. markets for teen prostitution are eradicated, these teen girls will still end up selling their bodies, just in a less obvious way. For example, they'll hang around with a bunch of badboys (who are close enough in age to them to legally have sex with them) who happen to give them "gas money" and/or drugs now and then when they get together. They're not going to become productive members of the workforce, or become someone's respectable, loyal, and faithful wife. It is important to recognize that these unstable girls, even if they are victims, can also wreak quite a lot of havoc in men's lives if allowed to do so, and therefore society needs to not only try to protect them, but also protect itself from them.

How do I know all this? Because I married a girl like that, and saw all these dynamics unfold. She ran away as a teen, became homeless, got raped (allegedly), and became a prostitute. I met her parents; they seemed like decent people. They tried to get her into school, find her jobs, etc. She had a brilliant mind. She had a loving husband. She had good people who wanted to be her friends. None of it made a difference. She dropped out of school and she quit her job. She still kept going back to prostitution, and said that it was all she would ever do. But in the absence of prostitution, she would've just had to turn to something else, like cutting herself, or attempting suicide, to deal with the pain. Her problems would not have gone away.

Later, I found that her story was hardly atypical. There are many girls like that.
