You have a point there. Somewhere, somewhen in America (Baltimore I think) the government decided to clean up a slum. As in, tear down all the houses and send the people elsewhere. Shortly after, STD rate in the city multiplied. The reason? Before, the infected people were mostly in one place. If two infected/immune people have sex with each other, there are no new cases of STDs, obv.

You can't clean up something without dirtying something else.
