For English St. Petersburg is your best bet, even Moscow has low levels, and for Siberian Cities you can forget it. I day-gamed 2 girls from Kazan 3 weeks back at Gorky Park, both were university educated, and neither spoke much English and only understood a bit. That's the typical reaction you can expect.
