It would probably work, because they are mostly highly family-oriented.
If you always took their daughters, sons, cousins, parents, raped the women, killed everyone gruesomely boiling in pig-fat, then this might convince over 90%+ of Jihadists to at least not attack those that would do this kind of retribution.
But this invites other gruesome internal problems after that since we then let go of our values. It is easier to deport them all and banish or restrict Islam tremendously in the West.
Innocent until guilty should not be expanded to returning ISIS Jihadists or those who clearly are engaged in a hostile ideology. The problem is of course that Islam itself is hostile to all other cultures.
But we know what could be done - all without killing daughters, brothers or mothers of Jihadists. Current rules need to be amended, but not to that degree to be effective.
