Feminist set the narrative that makes common NORMAN behaviors into sexual harassment. For example, if a women has large breasts and wears a low cut top, it's "harassment" if a man looks. If a man smiles at a women as he walks by, that's harassment. If he says "hello", harassment.

But the REAL concern is the men that get aggressive and just walk right up to the girl and talk crap. That's a ligament concern, something the men aren't going to have with a women walking up to them..
