There's a new bill designed to "combat the epidemic of sexual violence on college campuses."

First, there is no epidemic as evidenced by their own numbers:

Quote: the number of forcible sexual assaults on campus has nearly doubled between 2009 and 2014, from 3,264 forcible sexual assaults reported in FY2009 to 6,016 in FY2014.

So 6,016 sexual assaults (no requirement for any actual evidence of course) were reported from the entire college population - almost 21 million students. That's less than 3/10s of a percent.

Second, check out this part:

Quote:The HALT Campus Sexual Violence Act would increase funding for Title IX and Clery investigators and also allow students to sue universities for violations of the Clery Act in order to obtain, among other things, compensatory damages.

And what of the damages to the wrongly accused?

Then there's this part:

Quote:Title IX, reported that between FY2009 and FY2014, sexual violence complaints at institutions of higher education increased by more than 1000 percent. OCR noted that the number of complaints has made it difficult for the Department to complete timely investigations.

It's suspicious that no actual number is given, just an increase of 1000% - sounds like a LOT, right? According to the letter they quote, the actual numbers are 20 in 2009 and 123 in 2014. That's not a misprint, it was 123 and they had to include elementary, secondary and post-secondary education to get all the way up to 123! So, out of every child in every level of schooling, 123 instances of sexual violence occurred.

Also, going from 20 to 123 isn't 1000% but I'll let that slide since these women aren't well educated.

I think the solution is clear.

Upon enrolling at a university, every man must present himself to the Woman's Safety Office. There he will be fitted with a chastity belt and assigned a Potential Rapist Number.
When a man then wishes to initiate sexual intercourse with a fellow female student, he must call the WSO, who will arrive with the key, a notary (to witness the woman's signature of the 'Tentative Consent' documents), and an expert witness with a clipboard, who will observe the sexual act and pass judgement on its consensuality. On completion, the WSO officer will re-fit the belt and sign off on the witnesses report. The man will be charged a fee for each use of this compulsory service. Non-compliance results in immediate and indefinite administrative incarceration.

The Title IX complaints increased because they're being incentivized to increase. Any good intention to the law has now become a reductio ad absurdum. Bints now file Title IX complaints if their feminist narrative is simply questioned.

^ This. It will be amusing when the universities start getting sued for millions upon millions in compensatory damages by following the Clery Act that they enstated. You really want sexual abuse charges to rise? Pay people for them. Good thinking!

Stop looking at rape legislation such as this as having anything to do with the actual event of rape/sexual assault or even actually decreasing their occurrences.

The sole purpose of these types of legislation are to increase beaureacratic power and funding and create a culture of intimidation towards men. It is essentially a pogrom.

*Consent revocable for a period of time not to exceed the life span of the female member of the heretofore referenced "sex act". Revocation of consent applicable to female only. Future unavailability of male partner via phone, text, or other communication as seen fit is considered grounds for future retroactive consent revocation. Consent may be revoked at any time and for any reason (by female partner only) and considered retroactive to any point before or during heretofore referenced "sex act".
