Meetup.com is much better in larger cities that are full of transplants. I tried it in a small town, and it was shit. When I lived in Denver and Vegas, I met a bunch of cool people, and some hot girls attended certain events. There are simply more options in bigger cities, especially ones like Denver, Atlanta, LA and Vegas where a large portion of people aren't from there.

As for meeting local women outside of bars and nightclubs? If your town has a Target, I'd start there and just cold approach. There is always talent there, even in small towns. Any local coffee shops or hangout spots are good places to meet people too. Unfortunately, a lot of small towns aren't quite with the times, or lack the sheer volume of other cities, so it becomes harder to break in. I'd also consider talking to any bartenders or coworkers who have lived there a long time. They are usually aware of local happenings and can point you in the right direction. Sometimes they may even invite you to a party or event and introduce you to other locals.

Social circle does seem to be the only way to go about it in such small places. There is really not enough volume to meet people who are in turn willing to meet new people. Even the cafes close after 6pm around here if you want to go out on an evening first date.

Meet up in leftist and socialist groups. Most of their ideas completely sucks but you will meet some women who are seriously down to fuck, they are feminist women, they believe that if a man can fuck anything they want so can they.
