USAA is a great choice if it is an option to you. I hope you find something that suits you and can't be accessed by California so easily. This is on of the burdens of big government, they always over reach.

This should also be a reminder than an international account is a good idea, just make sure it is reported properly. Maybe just to hold enough money for defense because as you already said, they assume guilt and seize funds.
