Actually most will only understand much later when everything is so fucking expensive that they cannot travel, when even energy is rationed and has occasional brown-outs (they changed the nomenclature to sound less ominous than blackouts) and you cannot afford any decent food, cannot travel because your carbon-credit allowance this month is already maxed out by your 500 miles trip to grandma.

Then they will see the tyranny - or maybe they will think it's good and they are saving the earth......
