What is a better bang mission-college town or Eastern Europe city?

What is a better bang mission-college town or Eastern Europe city?
Lets say you missed the game boat in college and a good part of your 20s...

-------------Ill say at the outset-------
-blondes
-partying and
-playing rock guitar in bands are my favorite things
-couldn't stand a city that didn't have all of these in abundance.

Would it be a better bang mission to enroll in a crazy college town (Tempe Chico) or to set up shop and game and approach like a machine in a EE city with that same bankroll?

I like partying (smoky smoke and brews)
I love playing rock guitar (can play lots of bad ass songs, write my own music, and shred pretty well)
I like trance and house music too
Petite stacked blondes and fair skin and featured chicks are my boners strongest urge
