In HK, check Jantzen tailors. I'm not an expert on custom made stuff, but if you google around on the styleforum.com these guys seem to have quite a good reputation. Just don't order anything outside of shirts, it's not their area of expertise. Sure, some HK tailors are better, but they also charge 3 times the price, Jantzen is a good compromise between expensive stuff and crappy Indian tailors.

If you are not in a hurry they also take online orders from all around the world, and if I remember correctly it's just 60 bucks per custom made shirt. They are surprisingly decent for the price, definitely better than of the rack shirts you buy in the West for twice the price.

If you are there in person it takes them 2 days, but online it can take many many months because they give the priority to customers who come in person.

I got 6 shirts made by them during my last visit to Asia and was very happy. Thousand of fabrics to choose from, literally.
