It's probably an efficiency measure. Ordering 1,000,000 of the same hats and only having to worry about size is a big efficiency boost. Plus they can use the opportunity to seamlessly switch to a cheaper model.

Now it would be way easier if there were only 1,000,000 of the same gender of soldier to fucking worry about in the first place, but THAT battle was lost a long time ago.
