How about the student towns in Southern California? I guess competition is fierce.

Biarritz is good if the weather is good, I like it much more than San Sebastian.

Zarautz is good. Smaller and maybe best surf of Spain.

I might just go to Biarritz and Zarautz for a few weeks in summer if I get the opportunity.
