I would vote for Sampa as being the best bet for Brazilain newbies.

I know some gals in the fashion industry there perhaps working in the lower-mid tiers and that tend to date within their social circles...but at the same time these chicks are also more open-minded about dating outside of their social circles...esp if they speak English...with gringos. From the English only speakers I know that have dated or married a Paulista, it also takes substantially much less time to crack their social circles than it would say in Belo Horizonte.
