Recouping Taxes in Another Country?

Recouping Taxes in Another Country?
Is it pretty much standard that you can keep your receipts and get back certain taxes you paid in another country? I used to do this on a regular basis when I would drive up to Canada. Before crossing the border back into the USA I would be able to get back what I paid in certain taxes.
