To be honest with you I wouldn't do Vitoria or guarapari for carnaval. While guarapari would still be fun I think there are better places to go right next door. I would imagine Vitoria is virtually deserted for carnaval as most the locals would go other places. I'd suggest Bahia or a colonial town in Minas. Those were the places most of my friends from that area seemed to go.
