I was just in the cafeteria only to witness game in action. There was a table of football players and as a 9 was about to sit down one of the players said that tables reserved. The girl pauses and says are you serious. This leads to the guy doing the standard into. Then this is where he starts to play wingman. She asks the name of another player(The quarterback) and the wing says "you dont know who he is?", ask somebody. This was giving his friend high value. They didnt close or anything. My question is how could a similar technique be implemented in a different kind of venue with different logistics.

I played multiple sports in high school and we would oftentimes travel to places with attractive women (track meets, softball games, etc). In those days, cockblocking each other was very common as everyone was hungry and out for self. While some never could help but cockblock each other due to a oneitis mentality, eventually men would work together to build a steady harem. And these guys were not on an actual sports team so no initial DHV was not necessarily established. Have a plan and stick to it. Work together.

This is a common tactic. Not the first thing cause it is risky, but when you brag about yourself it's cocky, when your friend brags about you its good. You will receive a lot of value. Whenever I go out with my friends we always do this for each other. It's common courtesy.
