User Registration: Wordpress Question

A question for anyone who is familiar with wordpress.

I got an email notification that a new user has registered on my website. This not the first notification I have received, but I realize I don't understand what it means.

What happens when a user registers to my blog?

Does it mean they get regular updates on my blog?
