Sounds like what MADD has done with a drinking and driving stats. If you are a DD and one person has been drinking and you are in an accident it counts as an alcohol related accident. If you have a case of beer in the trunk and you are in an accident counts as alcohol related accident.

Trying to juice the statistics to demonize men and receive more funding to justify their own existence. I think this is the business/policy model of most women's organizations
