As a resident of Croatia, I can say that it sucks here. OkCupid has VERY limited populations, except for Zagreb you will find that most cities have only 1-2 active female profiles in comparison to sausage-fests. The most popular service, http://www.iskrica.com , has introduced mandatory payments for sending messages (about 30$ for a 3 month subscription), and even there most women were really bitchy there.

There are some other smaller sites around, but they don't have more than a few (real) members either. It's a sad state of affairs here. Badoo has a few girls, but the interface sucks and the girls are swarmed with dozens of creepy messages daily.

Even so, iskrica might be your best bet. Contact the site administration to see how they handle transactions from abroad and if the english interface exists.

Most in the former yugoslavia speak decent English. It's a cafe culture. Go to cafes and try your luck. By the way, many don't have cars especially those in the cities. So lots of walking and public transport. Post up a good spot and do the tourist " do you know of........." .
