As I heard Holland is very similar to North-West Germany, the same as Austria is very similar to South-East Germany (Bavaria). So, girls should be similar in those respective regions.

Depends on what are "9s". Anyways it would easily be Russia given that it's the biggest country so numbers alone, it is at the top.
